The need to send documents for state examination is caused by changes in the current legislation.

In particular, we are talking about the Decree of the Government No. 1330 of December 7, 2015, which establishes changes to the Decree of the Government of the Russian Federation N 145 of March 5, 2008 “On the procedure for organizing and conducting state expertise design documentation and (or) results of engineering surveys. These changes contain requirements for the submission of project documentation for state expertise and the conduct of state expertise of project documentation from January 1, 2017 in electronic form. The specified resolution stipulates that the documentation and (or) results, as well as other documents necessary for the examination of such documentation and (or) results, are submitted to the appropriate institution of the Ministry of Construction of Russia, as well as to the authorized authorities of the regions or institutions subordinate to them in electronic form . An exception is cases where the documentation and (or) results contain information, access to which is restricted in accordance with the law. So, from September 1, 2016, this rule will be applied to capital construction facilities, the construction or reconstruction of which is carried out in whole or in part at the expense of the federal budget, and from January 1, 2017 - for all objects.

At the same time, another important criterion that necessitates the provision of services for the examination of project documentation and (or) the results of engineering surveys is the presence of regional requirements of executive authorities aimed at improving the provision of public services for participants interacting in the segment of the urban development market and increasing efficiency implementation of the powers of the central executive bodies of state power and local self-government bodies of municipalities in the field of urban planning.

So, for example, in the Moscow Region, in accordance with the Decree of the Government of the Moscow Region No. 231/9 dated March 25, 2016 “On Approval of the Regulations on the State Information System for Supporting Urban Planning Activities of the Moscow Region”, as well as orders of the Chief Architecture of the Moscow Region dated March 24, 2016 N 31РВ- 39 "On the commissioning of the departmental information system for supporting the activities of the Main Architecture and Urban Planning of the Moscow Region" and No. 31РВ-117 dated June 16, 2016 "On approval of the Temporary procedure for receiving, registering and placing documents in the departmental information system for supporting the activities of the Main Department of Architecture and Urban Planning of the Moscow Region for subsequent placement in the state information system for urban planning activities of the Moscow Region”, the possibility of registering documents in ISOGD for the provision of the following public services in the field of urban planning has already been realized today:

Issuance of a building permit;

Filing a notice of the start of construction;

Issuance of permission to put the object into operation;

Issuance of a town-planning plan for a land plot;

Coordination and approval of documentation for the planning of territories.

Part of these services provides for the provision of expert opinions of project documentation and engineering survey results, as well as the design documentation itself and engineering survey results that have received a positive conclusion from the state, equally and non-state expertise, for uploading to ISOGD in the format electronic documents, drawn up and prepared in accordance with the requirements of the current legislation.

Does the requirement to conduct an examination of project documentation in electronic form from January 1, 2017 apply to organizations of non-state examinations?

In terms of enforcement, no.

The changes introduced by Government Decree No. 1330 of December 7, 2015 to Decree of the Government of the Russian Federation No. 145 of March 5, 2008 apply only to state examination institutions, which is expressly indicated in these paragraphs of this decree.

As for non-state expertise, in accordance with paragraph 4 of the "Regulations on the organization and conduct of non-state expertise of project documentation and (or) engineering survey results", approved by Decree of the Government of the Russian Federation of March 31, 2012 N 272, the procedure for submitting documents for non-state expertise and elimination comments in the submitted documents, the term of the non-state examination and the amount of the fee for its conduct are determined by the agreement between the applicant and the expert organization.

However, in the future, the plans of the Ministry of Construction of Russia to amend the Decree of the Government of the Russian Federation N 272 of 31.03.2012 and transfer non-state expertise also into electronic form. Amendments regarding this issue are under development.

At the same time, it should be noted that in relation to our organization, in relation to the Moscow region, the requirements of the Charter “On interaction and cooperation in the field of urban planning activities between executive bodies state authorities of the Moscow region and organizations carrying out the examination of project documentation and engineering survey results.

As is known, in the Moscow Region, under the auspices of the Government of the Moscow Region, represented by the Deputy Chairman of the Government of the Moscow Region, and organizations that carry out the examination of project documentation and engineering survey results, in the Moscow Region, represented by their leaders, in order to create conditions for the sustainable development of territories Moscow Region on July 20, 2016, the procedure for signing this Charter was initiated. We became one of the first expert organizations to sign this charter by ratifying the requirements of this charter on a voluntary basis.

According to clauses 3 and 4 of this Charter, expert organizations undertake:

Carry out expert activities in strict accordance with the requirements established by the Urban Planning Code Russian Federation, Decree of the Government of the Russian Federation of March 5, 2007 No. 145 “On the procedure for organizing and conducting state examination of project documentation and engineering survey results”, Decree of the Government of the Russian Federation of March 31, 2012 No. 272 ​​“On approval of the Regulations on the organization and conduct of non-state examination of project documentation and (or ) results of engineering surveys”;

Accept project documentation and (or) results of engineering surveys, as well as other documents necessary for the examination, in electronic form;

Prepare and issue expert opinions in electronic form;

Submit expert opinions and other documents in electronic form Required documents for inclusion in the state information system for ensuring the urban planning activities of the Moscow Region in accordance with the procedure established by the current regulatory legal acts of the Russian Federation and the Moscow Region;

They undertake to conduct examination cases in electronic form.

Why not all organizations can provide the opportunity to submit documents electronically?

To ensure the passage of the examination in electronic form, the expert organization certainly requires the development of a full-fledged information system that provides services for the examination of project documentation and engineering survey results, as well as the availability technical feasibility preparation of expert opinions in electronic form, taking into account the current requirements of the legislation. Availability of technical capability, including for conducting an examination file in electronic form, which includes the following documents in electronic form:

Applications for examination;

Copies of contracts;

Documents containing conclusions drawn by organizations and (or) specialists involved on a contractual basis in the examination;

Expert opinions (primary and repeated);

Design documentation and results of engineering surveys, in respect of which an expert opinion has been prepared.

It is also required to have enhanced qualification electronic signatures both for the head of the expert organization and for experts. Since the conclusion of the examination, prepared in electronic form, is signed by the experts who participated in the examination, using an enhanced qualified electronic signature and approved by the head of the organization for the state examination or a person authorized by him by signing the conclusion with an enhanced qualified electronic signature.

In addition, it is necessary to ensure the protection of personal data from unauthorized or accidental access to them, destruction, modification, blocking, copying, provision, distribution of personal data, from other illegal actions in relation to the personal data of the applicant and the information entered by him, taking into account the requirements provided for by the federal legislation.

Accordingly, for the implementation of these activities aimed at providing the provision of expertise services in electronic form, additional costs are required for the creation and maintenance of the interactive portal.

For expert organizations that allow cases of unfair competition to comply with the above requirements, taking into account the integrity, reasonableness, quality and proper implementation of the requirements of the current legislation when conducting an examination in electronic form, the above criteria are difficult to implement.

What document will the customer receive in electronic form after the examination of project documentation?

Based on the results of the examination in electronic form, the applicant receives the conclusion of the examination in electronic form, drawn up in the manner established by the Order of the Ministry of Construction and Housing and Communal Services of the Russian Federation dated December 09, 2015 No. 887 / pr “On approval of the requirements for the composition, content and procedure for registration conclusions of the state expertise of project documentation and (or) results of engineering surveys”.

The conclusion prepared in electronic form is signed by the experts who participated in the examination using an enhanced qualified electronic signature and approved by the head of the organization for conducting the state examination or a person authorized by him by signing the conclusion with an enhanced qualified electronic signature.

How long does the electronic examination of project documentation take?

The term for consideration of the submitted documentation and the issuance of comments during the examination in electronic form is 5 working days. The term for preparing the conclusion is 3 working days after working out all the comments that arose during the verification process.

How are documents submitted electronically?

In order for the Applicant to provide the documents necessary for conducting a non-state examination of project documentation and (or) results of engineering surveys in electronic form, it is necessary:

Carry out the signing and payment of the contract.

Register in the personal account of the applicant.

Upload by the Applicant or his authorized person through the "Personal Account of the Applicant", posted on the official website, using the information and telecommunication network "Internet" all the necessary documentation.

When submitting documents using the interactive form for submitting documents through the "Personal Account of the Applicant", the transferred documents are presented in the form of electronic images of documents obtained by scanning documents in paper form (document files).

The transferred document files are signed with an enhanced qualified electronic signature issued by the Certification Authority.

The transfer of originals and verification with electronic versions of documents when choosing to submit documents through the use of an interactive form for submitting documents through the “Personal Account of the Applicant” is within the competence of the Applicant.

The submitted document files, after they are placed by the Applicant in the personal account, are subject to a preliminary check within 1 working day from the date of submission for compliance with the requirements of the order of the Ministry of Construction and Housing and Communal Services of the Russian Federation dated November 21, 2014 No. 728 / pr “On approval of the requirements for the format electronic documents submitted for the state examination of project documentation and (or) results of engineering surveys, taking into account the requirements of the Regulations for the examination and the terms of the contract.

Is it possible to receive additional services during the electronic examination?

LLC "Interregional Institute of Expertise" on a contractual basis (an additional agreement is concluded) carries out:

Scanning documents submitted by the Applicant for non-state examination in paper form, in order to upload the submitted documents to the information system for urban planning (ISOGD), which is maintained by the authorized local government, taking into account the territorial sign of the location of the object capital construction;

What are the requirements for the format of electronic documents?

The Ministry of Construction revealed a number of violations in the activities of NOPRIZ

The Ministry of Construction conducted another inspection of the activities of the National Association of Designers and Surveyors (NOPRIZ) for compliance with the mandatory requirements established by the Gradcodex of the Russian Federation. When you need a re-examination of project documentation that has received a positive opinion

According to the letter of the Ministry of Construction No. 42269-OD / 08, the project documentation that received a positive conclusion and which was amended must undergo a re-examination. From August 4, 2018, parts 3.5 - 3.7 of Article 49 of the Civil Code of the Russian Federation, which regulate the procedure for recognizing project documentation as modified , as a case in which re-examination is not required. The letter from the Ministry of Construction notes that the procedure for conducting state and non-state examination of project documentation, and the results of engineering surveys, is established by the Government of the Russian Federation, including in the event of changes to project documentation, in accordance with the Federal Law N 342-FZ of 08/03/2018. Construction and reconstruction of a linear facility: is it necessary to prepare documentation for planning the territory?

One of the fundamental documents in the examination of project documentation is the territory planning project. This follows from Decree of the Government of the Russian Federation No. 87 dated February 16, 2008, which states the need to indicate the details of the PPT in the design documentation (Section 1 Explanatory Note) for linear facilities. Exceptions to the requirements for the mandatory preparation of documents There are a number of conditions that create exceptions to the general rule for the preparation of documentation for the planning of the territory. They are defined by Decree of the Government of the Russian Federation No. 269 dated March 7, 2017 “On approval of the list of cases in which the construction, reconstruction of a linear facility does not require the preparation of documentation for planning the territory.” This possibility is provided for the construction and reconstruction of facilities for connection (technological connection) to existing electrical networks, networks of heat supply, gas supply, water supply and sanitation, if they meet certain characteristics. The list also applies to the construction and reconstruction of capital facilities that are part of existing linear facilities, if their performance does not exceed the standards specified in the Decree and if they are located within the right of way or buffer zone. Therefore, for all line facility designs developed prior to this date, PPT is mandatory. It is important to take this into account when preparing and submitting documents for examination of project documentation.

The statute of limitations for the results of engineering surveys

Engineering surveys are one of the main input data for making technical decisions during the development of project documentation. In preparation for construction, the situation on land plot may vary, therefore, it is necessary to take into account the validity period of the results of engineering surveys. They are not strictly regulated by the current legislation, however, the recommended period of relevance is 2-3 years. According to clause 5.2 of SP 11-105-97 “Engineering and geological surveys for construction. Part I. General rules for the production of works, the possibility of using materials from previous years should be determined taking into account the changes in the relief, hydrogeological conditions, man-made impacts, and so on. In particular, engineering surveys are carried out on maps of various scales. According to clause 5.60 and clause 5.189-5.199 of SP 11-104-97 "Engineering and geodetic surveys for construction", engineering and topographic plans on a scale of 1:10000, 1:5000, 1:2000, 1:1000, 1:500, 1:200 should be created on the basis of topographic surveys or survey materials of a larger scale with deadlines, as a rule, not older than 2 years. The specified set of rules by default refers to documents of voluntary use. However, if it is referenced by a survey assignment or a service agreement - which is usually the case - then this framework becomes mandatory! Thus, it is not the surveys themselves that actually lose their force, but their cartographic basis. According to clause 5.16 of SP 11-102-97 "Engineering and environmental surveys for construction", engineering and environmental surveys are linked with engineering and geological surveys. In turn, clause 6.11 speaks of the need to carry out environmental surveys with detail that meets the accepted scale of engineering and geological surveys. Thus, it is required to use a topographic sub-base similar to paragraph 5.16 of SP 11-102-97. Along with this, according to paragraph 4.17 of SP 11-104-97 "Engineering and geodetic surveys for construction", it is provided that in order to assess the degree of air pollution for compliance MPC standards should use the values ​​of maximum one-time, average daily and average annual concentrations of pollutants for at least the last 2 years. It is necessary to take into account the "shelf life" of the results of engineering surveys, not only for the design stage, but also for the examination of design documentation and construction. For various reasons, contacting an expert organization and / or starting construction work may occur several years after the start of design. In this case, the materials should be updated with the provision of reports whose date of field work is not more than 2-3 years.

Design documentation for capital construction facilities and the results of engineering surveys carried out for the preparation of such design documentation are subject to expert review.

Before providing a public service, applicants must prepare project documentation, as well as perform engineering surveys necessary for the preparation of such project documentation.

The developer or technical customer, at his choice, sends the project documentation and the results of engineering surveys for state or non-state expertise in accordance with the Town Planning Code of the Russian Federation.

Design documentation and (or) results of engineering surveys, estimate documentationand other documents required for conducting state expertise design documentation and (or) results of engineering surveys, for checking the reliability of determining the estimated cost construction, for conducting non-state expertise, submitted to a government agency, subordinate to the Ministry of Construction and Housing and Communal Services of the Russian Federation, as well as to the executive authorities of the constituent entities of the Russian Federation authorized to conduct such a state examination or state institutions subordinate to these bodiesin electronic form, unless the documentation contains information constituting state secret.

Reasons:

About formats of electronic documents

Necessarily:

Electronic documents for state examination are submitted in the following formats:

  1. doc, docx, odt- for documents with textual content that does not include formulas (with the exception of the documents specified in subparagraph "3");
  2. pdf- for documents with textual content, including those including formulas and (or) graphic images (with the exception of documents specified in subparagraph "3"), as well as documents with graphic content;
  3. xls, xlsx, ods- for documents containing summaries of costs, a summary estimate of the cost of construction, object estimates (estimates), local estimates (estimates), estimates for certain types costs.

Electronic documents submitted in the formats described above must:

  • be formed in a way that does not involve scanning a document on paper;
  • consist of one or more files, each of which contains text and (or) graphic information;
  • provide the ability to search by the text content of the document and the ability to copy the text(except when the text is part of a graphic image);
  • contain a table of contents(for documents containing data structured in parts, chapters, sections (subsections)) and bookmarks, providing transitions through the table of contents and (or) to the figures and tables contained in the text;
  • be formed for each section (subsection) of the project documentation and contain in the title the words "PD Section N", as well as "PD subsection N"(for a subsection within a section) indicating the serial number of the section, subsection;
  • do not exceed the size limit of 80 MB(if the size limit is exceeded, the document is divided into several, the name of each file is supplemented with the word "Fragment" and the serial number of the file obtained as a result of division).

Additionally:

  • The name of the electronic document must correspond to the name of the document on paper.
  • Electronic documents submitted for examination must be signed with an enhanced qualified electronic signature.
  • It is recommended to upload the merged files to the appropriate sections into the Expertise system, i.e. do not split files into separate pages, including the file must contain the Title page, content, text part and graphic part (if possible). It is allowed to download the graphic part in a separate file.
  • Valid characters in the file name: -, /.
  • When uploading files, you need to pay special attention to page orientation - it should be identical for all pages and read from top to bottom.
  • From 26.09.2017 submission of documents in rtf, dwg, dwx, jpeg formats is not allowed.
  • From September 26, 2017, it is not allowed to submit documentation by scanning the paper version of the design documentation (engineering survey results), the submission of scanned copies is allowed only for initial permit documentation, as well as when issuing an information certification sheet.

In cases where the original document is issued and signed by an authorized authority or organization on paper (with the exception of project documentation), as well as when preparing an information and certification sheet, it is allowed to generate an electronic document by scanning directly from the original document (copies are not allowed), which is carried out while maintaining the orientation of the original document at a resolution of 300 dpi (scale 1:1) using the following modes:

  • "black and white" (in the absence of graphic images and (or) color text in the document);
  • "shades of gray" (if the document contains graphics other than color graphics);
  • "color" or "full color mode" (if the document contains color graphics or color text).

About the information and certification sheet

If it is impossible to provide an electronic signature of persons authorized for the preparation of project documentation for individual documents, sections (volumes) of project documentation, an information and certification sheet is issued in paper form containing the designation of the electronic document to which it is issued, the names, signatures of the persons involved in the development , verification, approval and approval of an electronic document, the date and time of the last change of the document, a checksum may also be included.

The IUL is issued in relation to each individual document, section (volume, book) of project documentation submitted in the form of an electronic document (i.e. a separate file).

And each of them has its own requirements for project documentation. For example, on the portals of different examinations, the structures of sections and subsections of the documentation differ, as well as the requirements:

  • to the structure of the PDF file, including bookmarks;
  • to the composition of the document image files;
  • to the number of files;
  • to maximum size files;
  • to filenames, etc.

To this it must be added that the preparation of documents is endorsed by an enhanced qualified signature - and there are also many discrepancies here. For some examinations, a general signature of the entire package of documents is sufficient, while others insist that all sections or even each file with a drawing be signed.

Theoretically, it is possible to pass the examination on the first attempt, but in practice this is unlikely. Most likely, the experts will make some comments. Making changes is a separate procedure, which is also regulated differently. In the range from single edits (and certification of their signatures) to a complete rework (including re-signing and re-uploading) of the entire documentation package.

An electronic signature is necessary but not sufficient
Technically, there are no problems with electronic signatures. There are software products certified by the FSB that generate unique digital sequences. There is the legislative framework on this account. But each project usually has many people working on it. In traditional, paper documentation, as drawings and documentation are prepared, a string of signatures of those responsible at different levels is accumulated. As a result, it is clearly visible who did what, who is responsible for what.

As a rule, not every specialist working in a design organization has an enhanced qualified electronic signature (ECES). This is due to the procedure for its registration, as well as additional costs for obtaining and supporting. Often, the GUIs (chief project engineers) and CEO. Sometimes only with the CEO, and then it turns out that the entire volume of documentation (or even the entire documentation for the project) is signed by one person.

In addition, some work is performed by contractors, subcontractors, invited experts under the contract. The GUI, of course, wants to assign responsibility to specific performers so that all the personal signatures of the designers do not remain “behind the scenes”.

The solution is simple - IUL (information and certification sheet). Designers put ink signatures on the IUL for a specific document image (PDF), the person in charge signs this IUL with an electronic signature. We sign signatures, yes.

Difficulties arise when promptly re-signing such IEPs after correcting the comments of the examination. There are literally a couple of days, and after all, people go on vacation, go on business trips, get sick. It is even more difficult with the prompt receipt of contractors' signatures - they may be in another city, work "in the field" outside the access zone, put forward some requirements or conditions for the provision of a "service". Therefore, the technical implementation of capturing signatures should be as efficient, reliable and convenient as possible. Well, if the right person is ready to sign, you need to give him such an opportunity immediately - and without errors, so that later you do not have to start all over again.


Electronic examination does not mean the automation of the delivery of documents

So far, it is impossible to send even a fully prepared package of documents for examination “in one click”. Even examinations with "batch loading" offer to manually select documents from the disk for each section, upload, confirm signatures. This is extremely labor intensive.

We, as developers, are dealing with this issue, we are negotiating with experts, and we hope for success. Opening an API (application programming interface) or at least providing access to upload files directly to the site of each examination can become such a success.

Why is it important? We have automated the preparation of a package of project documentation with customization for the requirements of different expertise, almost the entire work cycle can be simplified and accelerated - but not the delivery itself. This is an obvious bottleneck in the whole process. Of course, sooner or later this issue will be resolved.


What else requires manual actions (for now, at least):
  • selection of source documents that should be included in the package for examination - this is done by the responsible for the section or GUIs;
  • processing of non-standard types of drawings (huge size, unusual format, developed in exotic software environments);
  • analysis of the comments of the examination and making changes to the original documents.

What can be automated
In short, everything else. That is:

  • PDF generation from original files with drawings (as a rule, this is DWG of AutoCAD program);
  • unfolding the structure of the documentation to the requirements of the examination;
  • auto-numbering sheets, creating a table of contents, bookmarks;
  • IUL generation;
  • electronic signatures (including “double” ones, that is, first filled out IUL forms for regular signatures, then certification of their scans);
  • track down
changes in source files to be reflected in the final package of documents.
Thus, despite the fact that at first it became more difficult to prepare documents for examination, over time this process will be streamlined, simplified and much more convenient than before. From a technical point of view, it is definitely more convenient.

What else has changed

Against the backdrop of all these standards, file formats and acceptance procedures, you need to understand that the real changes are much deeper. The very paradigm of relationships between designers and experts is changing.

The former, "paper" order of doing business, meant direct personal communication. Representatives of survey and engineering companies have been communicating with specific people-experts, expertise workers for years. The new, "electronic" order is significantly impersonal. Documents are submitted exactly for examination, the level of communication is transferred to the organizational level. It is not known who exactly will receive the PDF, who will read it, and how it will be evaluated. This is a fundamentally different mechanism of interaction. Of course, no one bothers to drop in on a visit to familiar experts to discuss the project "as in the good old days." Many people do just that. But now this is not a guarantee of success (as well as the neglect of a personal meeting will not serve as a reason for refusal).

Obviously, there are both pros and cons. Less ground for fraud and prejudice. It is more difficult to prove one's case on controversial issues. The procedure becomes less human and more bureaucratic. But this is progress. Including technical progress, without which it is already impossible to imagine modern design.

2. Requirements for scanning parameters:

2.6. Documents of the graphic part of the PSD must be scanned with a resolution of 300 dpi for A4, A3, A2 formats (including multiple formats) and 300 dpi for A1 formats (including multiple formats) and A0.

2.7. The composition, content and form of the generated electronic sets of design and estimate documentation must be such that when they are printed out, the paper copy of the document is fully consistent with its original (including in scale and color solution), without any further action on the part of the user.

3. Authentic electronic documents.

3.1. A set of authentic ED is a set of PSD prepared on the basis of a computer original (without reproduction on paper) in graphic and text editors.

3.2. Certification of the design estimate documentation in the mode of an authentic document (without reproduction on paper) can be carried out in one of the two ways listed below:

7. Composition and content of folders.

7.1. 7.2. The composition and content of the folder-catalog "Statements of the scope of work and specifications":

- Sheets of volumes of construction and installation work, specifications for equipment and furniture should be submitted separately for each section of project documentation and types of engineering surveys.

- Bills of quantities of construction and installation works, specifications for equipment and furniture should be duplicated in the form of scanned images of documents with the signatures of the developers and the GUI, presented in *.pdf format.

- All items in the bill of quantities must contain references to drawings and formulas for calculating the amount of work.

7.3. The composition and content of the folder-catalog "Price-lists":

- Price lists should be selected on the basis of a market analysis of the most economical solution (in accordance with MDS 81-35.2004), with the submission comparison table cost indicators, confirmed by the Customer and presented in *.pdf format.

The procedure for providing documentation is the same as described above, with the exception of:

- all design documentation approved during the examination and / or results of engineering surveys are provided for the inspection.

1.2. Acceptable document formats:

- *.rtf, *.docx, *.xlsx (for documents with text content);

- *.dwg, *.jpeg (for documents with graphic content).

2. Content of documents:

- One documentation book is placed in one document; it is not allowed to form documentation according to the principle "one page - one document".

- Text fragments should be included in the document as copyable text

- Graphic images must match the original, both in scale and in color.

- Graphics documents should be optimized for viewing.

- The document must have content, searchable.

- In *.pdf documents, it is recommended to create bookmarks according to the table of contents and according to the full list of tables and figures.

- Each documentation document in electronic form must be certified by the electronic signature of an authorized person.

3. Requirements for scanning parameters:

- Scanning must be carried out directly from the original document at a scale of 1:1 (scanning from photocopies is not allowed).

- If there are no graphics in the document, it is recommended to scan in black and white, provided that the text in the document is black.

- If your document contains color graphics or color text, you must scan the document in full color mode.

- If your document contains images other than color, we recommend scanning in Grayscale mode, provided that the text in the document is black.

- Documents of the text part of the PSD are recommended to be scanned with a resolution of 300 dpi.

- Documents of the graphic part of the PSD must be scanned at 300 dpi for A4, A3, A2 (including multiple formats) and 300 dpi for A1 (including multiple formats) and A0.

- The composition, content and form of the generated electronic sets of design and estimate documentation must be such that when they are printed out, the paper copy of the document fully matches its original (including in scale and color), without any additional actions on the part of the user.

4. Authentic electronic documents.

4.1. A set of authentic ED is a set of PSD prepared on the basis of a computer original (without reproduction on paper) in graphic and text editors.

4.2. Certification of the design estimate documentation in the mode of an authentic document (without reproduction on paper) can be carried out in one of the two ways listed below:

- each person participating in the development, carrying out normative control and coordination of the design and estimate documentation, certifies the ED with his ES. The certification procedure is determined by the internal regulations of the applicant organization. A fully prepared ED is signed by an ES of an authorized person of the applicant's organization, after which it can be submitted for examination;

- if it is impossible to provide all responsible persons with ES for individual documents, books, sections (volumes) of the project, an information and certification sheet (UL) is issued. The designation of the ED to which it is issued, the names and original signatures of the persons who developed, checked, agreed and approved the corresponding ED are indicated in the UL. The signatures of the persons who developed the ED and SL, and the normative controller are mandatory. In the corresponding column "Date" of the UL, the date and time of the last change of the approved document is indicated. Recommendations for the design of the UL are contained in GOST 2.051-2006 Electronic documents.

4.3. The UL, fully executed on paper, is scanned and saved in *.pdf formats, signed by the ES of the authorized person of the applicant organization, after which it is assembled into one book (document) and can be submitted for examination.

6. General rules for naming documents of electronic documents.

The name of the document should be clear, correspond to the name on the title page and the composition of the project.

7. The structure of the submitted documentation directory should be as follows:

Folder-catalog with the name:

- Folder-catalog "Project documentation";

- Folder-catalog "Results of engineering surveys";

- Folder-catalog "IRD (initial permit documentation)";

- Other folders (if necessary).

8. The composition and content of the folder-catalog "Project documentation" must correspond to the composition of sections of the project documentation (PD).

- The composition of the sections of the PD must be carried out in accordance with the Regulations on the composition of sections of project documentation and requirements for their content, approved by Decree of the Government of the Russian Federation of February 16, 2008 N 87.

- Each section of the PD is contained in a separate folder (catalog). The names of the folders correspond to the names of the sections (eg; Section 1. Explanatory note). Section titles may be abbreviated while maintaining the meaning of their content.

- Drawings, title pages of notes should be duplicated in the form of scanned images of documents, signed by developers and submitted in *.pdf format.

9. The composition and content of the folder-catalog "Results of engineering surveys" must correspond to the types of work on engineering surveys (II) in accordance with the "List of types of work ...", approved by order of the Ministry of Regional Development of Russia dated December 30, 2009 N 624.

- Types of work on AI must comply with the requirements: Article 47 of the Town Planning Code of the Russian Federation, clause 4.22 of SNiP 11-02-96 "Engineering surveys for construction. Basic provisions".

- Each type of AI work is contained in a separate folder (catalog). The names of the folders correspond to the types of engineering survey work: engineering geodetic (ITGI), engineering geological and engineering geotechnical (IGI), engineering hydrometeorological (IGMI), engineering and environmental (IEI) surveys, as well as: survey of the state of soils of building foundations and structures (CSO), inspection of building structures of buildings and structures (OSK).

- Each engineering survey folder contains documents (folders): text report, text applications, graphic applications.

- Drawings, title pages of notes, terms of reference, certificates of admission to work must be duplicated in the form of scanned images of documents, with the signatures of the developers and submitted in *.pdf format.

10. Composition and content of the folder-catalog "Initial permit documentation".

Separately, in folders with the appropriate name, there are other materials necessary for the state examination:

- the conclusion of the state ecological expertise (positive);

- design assignment;

- assignment for the performance of engineering surveys;

- SROs of design organizations and organizations performing engineering surveys;

- special technical conditions;

- certificate and register (for re-examination);

- documents confirming the authority of the applicant;

- a copy of the act of acceptance of work performed;

- other data.

All documents must be submitted in *.pdf format, signed and stamped where necessary, and fully consistent with the originals.

11. Re-examination of the design and estimate documentation.

During the re-examination, the procedure for providing PD and the results of engineering surveys corresponds to the above, with the exception of:

- the explanatory note includes a certificate and a register of changes made to the design and estimate documentation and the results of engineering surveys based on the negative conclusion of the FAA "Glavgosexpertiza of Russia".
