Prepared by the Ministry of Education and Science in accordance with the Federal Law of August 23, 1996 No. 127-FZ "On Science and State Scientific and Technical Policy" and in pursuance of the order of the Government.

The signed resolution amended the Regulations, which are aimed at improving the procedures state system scientific certification, taking into account the practice of application.

The circle of persons who are allowed to defend dissertations for the degree of Candidate of Sciences has been expanded, at the expense of scientists and teachers belonging to the teaching staff, who are entitled to prepare dissertations at their main place of work, and not only within the framework of graduate school or in the status applicants attached to another organization.

A three-year period of validity of the conclusion from the organization in which the dissertation was carried out was established (in the current version, the period is not set).

The term of access on the Internet to the announcement of the dissertation defense for the degree of Doctor of Science has been increased - from 8 months to 12 months, the degree of Candidate of Sciences - from 5 months to 10 months, the term of access on the Internet to the full text of the dissertation for the degree of Doctor of Science - from 9 months to 12 months, PhD - from 7 months to 10 months (in order to ensure sufficient time for familiarization with the materials of all participants in the procedure).

The regulation is supplemented by two grounds for refusing to accept a dissertation for defense, related to the discrepancy between the text of the dissertation and the text posted on the website of the organization in which the dissertation council operates, as well as the identification of unreliable information submitted by the applicant for a degree to the dissertation council for preliminary consideration of the dissertation.

In addition, it was decided to abandon the notification procedure for the formation of a list of peer-reviewed publications and provide for the possibility of including a journal previously excluded from this list after three years (in the current edition - without the right to restore).

Now the meetings of the dissertation council will be recorded by means of audio-video recording (in the current version - not regulated).

Expert councils are empowered to invite to their meetings applicants for scientific degrees, as well as other persons related to the substance of the issues considered at the meeting (in the current wording - only to meetings of the Higher Attestation Commission under the Ministry of Education and Science).

Also excluded is the requirement that applicants for the degree of doctor of science, candidate of science in medical sciences, veterinary sciences, and legal sciences have a specialized education, confirmed by a specialist or master's diploma.

In addition, the procedures for considering appeals against decisions of dissertation councils, including the deprivation of academic degrees, are detailed.

The adopted decisions will help to improve the efficiency of the state system of scientific certification.

1. General principles

1. This Regulation establishes the procedure for assigning academic titles professor in the department, associate professor in the department, professor in the specialty and associate professor in the specialty.
2. The academic titles of professor in the department and associate professor in the department are awarded by the Ministry of Education of the Russian Federation to scientific and pedagogical workers with pedagogical skills, deep professional knowledge and scientific achievements, leading pedagogical work in educational institutions of higher vocational education(hereinafter referred to as "higher education institutions") that have state accreditation.
3. The academic titles of professor in the specialty and associate professor in the specialty are assigned by the Higher Attestation Commission of the Ministry of Education of the Russian Federation to employees of scientific organizations, higher educational institutions or advanced training institutions with state accreditation, according to attestation documents submitted by the scientific (scientific and technical) councils of these institutions.
4. Persons who have been awarded the academic title of professor in the department or professor in the specialty, associate professor in the department or associate professor in the specialty, are issued an appropriate certificate of a single state standard.
5. The previously assigned academic title of senior researcher corresponds to the academic title of associate professor in the specialty.

II. Assignment of academic titles

6. The academic title of professor in the department may be awarded to doctors of science who, under an employment contract, fill the positions of professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational and methodological and scientific papers, read a course of lectures at a high professional level, as well as at the time of submission of attestation documents:

b) have at least ten years of experience in scientific and pedagogical work, of which at least five years of pedagogical work in higher educational institutions or institutions for advanced training;
c) are the authors (co-authors) of a textbook (teaching aid) or at least three educational and methodical works published in the last three years;
d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least three scientific papers published in the last three years;
e) trained as scientific supervisors or scientific consultants, as a rule, at least two students who were awarded academic degrees.
7. The academic title of professor in the department may be awarded, as an exception, to candidates of science who, under an employment contract, replace the positions of professor, head of the department, dean of a faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational, methodological and scientific works, give a course of lectures at a high professional level, as well as at the time of submission of attestation documents:

b) have at least fifteen years of experience in scientific and pedagogical work, of which at least ten years of pedagogical work in higher educational institutions or institutions for advanced training;
c) have the academic title of associate professor in the department or associate professor in the specialty;
d) are the authors of a textbook (teaching aid) or co-authors of at least three textbooks ( teaching aids) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education recommended (approved) for use in the field of education by the Ministry of Education of the Russian Federation, other federal bodies executive power and published over the past ten years, as well as at least three educational and methodological works published over the past three years;
e) are the authors (co-authors) of a monograph (chapter in a monograph) or at least five scientific papers published in the last three years;
f) have trained as supervisors at least two students who have been awarded PhD degrees, and are supervisors of at least two graduate students or applicants for the PhD degree.
10. The academic title of professor in the department can be awarded to major specialists who have received international or all-Russian recognition in a particular field of knowledge, confirmed by relevant documents, who have at least five years of experience in scientific and pedagogical work, of which at least three years of pedagogical work in higher educational institutions or institutions of advanced training, and the relevant requirements of clauses 6.9 of this Regulation.
11. The academic title of professor in the specialty may be awarded to doctors of science who, under an employment contract, fill the positions of a leading researcher, chief researcher, head (head) of a research department (department, sector, laboratory), scientific secretary, deputy director, director of scientific organizations, scientific departments of higher educational institutions or advanced training institutions, if at the time of submission of attestation documents they:
a) successfully work in the specified positions during the year;
b) have at least ten years of experience in scientific work in scientific organizations, scientific departments of higher educational institutions or advanced training institutions;
c) are the authors (co-authors) of at least 20 scientific papers published in leading scientific journals and publications, including at least five published after defending a doctoral dissertation;
d) trained as scientific supervisors or scientific consultants, as a rule, at least five students who were awarded academic degrees.
12. The academic title of associate professor in a department may be awarded to doctors and candidates of sciences who, under an employment contract, fill the positions of associate professor, professor, head of department, dean of a faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational, methodological and scientific works, give a course of lectures or conduct classes at a high professional level, as well as at the time of submission of attestation documents:
a) successfully work in the specified positions during the year;
b) have at least five years of experience in scientific and pedagogical work, of which at least three years of pedagogical work in higher educational institutions or institutions for advanced training;
c) are the authors (co-authors) of a textbook (teaching aid) or at least two educational and methodical works published in the last three years;
d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least two scientific papers published in the last three years.
13. The academic title of associate professor in the department may be awarded, as an exception, to persons with higher education, replacing the positions of associate professor, professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of higher education under an employment contract qualifications, if they have published educational, methodological and scientific works, read a course of lectures or conduct classes at a high professional level, as well as at the time of submission of attestation documents:
a) have been successfully working in the specified positions for two years;
b) have at least seven years of experience in scientific and pedagogical work, of which at least five years of pedagogical work in higher educational institutions or institutions for advanced training;
c) are the authors of a textbook (teaching aid) or co-authors of at least two textbooks (teaching aids) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education recommended (approved) for use in the field of education by the Ministry of Education Russian Federation, other federal executive authorities or the relevant educational and methodological association and published over the past five years, as well as at least two educational and methodological works published over the past three years;
d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least three scientific papers published in the last three years.
16. The academic title of associate professor in the department can be awarded to highly qualified specialists who have received international or all-Russian recognition in a particular field of knowledge, confirmed by relevant documents, who have at least three years of experience in scientific and pedagogical work, of which at least two years of pedagogical work in higher educational institutions or institutions for advanced training, and the relevant requirements of paragraphs 12-15 of this Regulation.
17. The academic title of associate professor in the specialty can be awarded to doctors, candidates of sciences, who, under an employment contract, fill the positions of senior researcher, leading researcher, chief researcher, head (head) of the research department (department, sector, laboratory), scientific secretary , deputy director, director in scientific organizations, scientific departments of higher educational institutions and advanced training institutions, if at the time of submission of attestation documents they:
a) successfully work in the specified positions during the year;
b) have at least five years of experience in scientific work in scientific organizations, scientific departments of higher educational institutions or advanced training institutions;
c) have at least one year of teaching experience in higher educational institutions or advanced training institutions, or five final qualifying theses have been prepared and defended under their supervision;
d) are the authors (co-authors) of at least ten published scientific and educational works or inventions, including at least five published after defending the dissertation.
18. Academic titles of professor in the department and associate professor in the department may be awarded to persons studying in doctoral studies who have previously carried out pedagogical work at a high professional level and meet the requirements of paragraph 7 (for a professor) and paragraph 12 (for an associate professor) of these Regulations.
19. Academic titles of professor in the department and professor in the specialty, associate professor in the department and associate professor in the specialty can be awarded to persons working part-time in higher educational institutions or advanced training institutions, scientific organizations and the relevant requirements of paragraphs 6-18 of these Regulations.
20. Persons who do not have the degree of candidate of sciences, who have been awarded the academic title of associate professor in the department, except for artists, specialists physical culture and sports, cannot be presented for the academic title of professor in the department without defending a dissertation for the degree of Doctor of Science.
21. The decision of the academic (scientific and technical) council on the submission for the award of an academic title is made by secret ballot.
A meeting of the academic (scientific and technical) council is considered competent if at least two thirds of the members of the scientific (scientific and technical) council take part in its work. The decision of the scientific (scientific and technical) council is taken by at least two thirds of the members of the council present at the meeting.
22. The Ministry of Education of the Russian Federation may grant the academic councils of individual higher educational institutions and advanced training institutions the right to conduct a final examination of attestation documents submitted for conferring the academic titles of professor in a department and associate professor in a department.
23. The forms and procedure for issuing attestation documents submitted for the award of academic titles are established by the Ministry of Education of the Russian Federation.

IV. Registration and issuance of certificates of professor or associate professor

27. The decision of the Ministry of Education of the Russian Federation on awarding the academic title of professor or associate professor in the department comes into force from the date of its adoption.
The decision of the Higher Attestation Commission of the Ministry of Education of the Russian Federation on conferring the academic title of professor or associate professor in the specialty comes into force from the date of its adoption by the Presidium of the Higher Attestation Commission.
28. The term for consideration of attestation documents of applicants for academic titles, as well as (if they are received) proposals and applications that contain an assessment of the educational and pedagogical and scientific activity applicants for academic titles, should not exceed six months.
29. In case of loss of the academic title certificate, its duplicate may be issued.
In the event of a change in the last name, first name, patronymic, the certificate can be replaced at the request of the owner of the certificate and at his expense.
30. The procedure for issuing and issuing certificates and their duplicates is established by the Ministry of Education of the Russian Federation.

On September 6, 2016, the Ministry of Education and Science of the Russian Federation submitted for public discussion the Draft Decree of the Government of the Russian Federation “On Amendments to the Regulations on the Awarding of Academic Degrees” (hereinafter referred to as the Draft). In accordance with paragraph 11 of the Draft, a copy of the judgment about copyright infringement. However, consideration of such a case in a civil or criminal court is possible only at the request of the victim or the copyright holder. With the entry into force of the Project, scientists will no longer be able to apply for deprivation of their academic degree, since they are not copyright holders and will not be able to go to court. In addition, in the case of making a dissertation "to order", neither its real author - the seller of "dissertations", nor the formal copyright holder who bought someone else's text and defended it under the guise of his own dissertation, will not go to court. On the contrary, the need to obtain a court decision on copyright infringement gives them reliable protection.

On September 9, the ONR Council adopted a withdrawal statement (see below), in which it demanded that the proposed Project be withdrawn. The Council of the ONR calls on Russian workers in science and education to actively oppose the adoption of the flawed Draft and support the Statement of the Council of the ONR with their signatures.

We, the undersigned, demand that the Project be withdrawn, since its adoption will discredit the system of awarding academic degrees in the Russian Federation and undermine the prestige of Russian science and education in the world.

According to paragraph 11 of the Draft, a copy of the court decision on the violation of copyright by the dissertation candidate will need to be attached to the application for deprivation of a scientific degree by the authors of dissertations containing incorrect borrowings (i.e. violating paragraph 14 of the current "Regulations on the awarding of academic degrees"). Consideration of such a case in a civil or criminal court is possible only at the request of the victim or the copyright holder.

Today, the vast majority of applications for the deprivation of the degree of dissertation authors with numerous incorrect borrowings are submitted by representatives of the scientific community. With the entry into force of the Project, scientists will no longer be able to apply for deprivation of their academic degree, since they are not copyright holders and will not be able to go to court. In addition, in the case of making a dissertation "to order", neither its real author - the seller of "dissertations", nor the formal copyright holder who bought someone else's text and defended it under the guise of his own dissertation, will not go to court. On the contrary, the need to obtain a court decision on copyright infringement gives them reliable protection. Since the bulk of fake dissertations are such cases, the Draft, if adopted, will ensure complete impunity for the entire industry of making “custom” dissertations: their producers, buyers and patrons of defenses and dissertations at the Higher Attestation Commission.

Contrary to the current legislation, the Project moves the issue of deprivation of unfairly received academic degrees into the area of ​​private prosecution (criminal or civil law) and removes it from the sphere of public interests, to which it certainly belongs. The right of state bodies responsible for attestation of scientific personnel in the Russian Federation to deprive a scientific degree out of court was confirmed by the Ruling of the Constitutional Court of the Russian Federation dated December 24, 2013 No. 2026-O.

In reality, the victims in this case are not only and not primarily the actual and formal authors of the texts, but completely different people: holders of an honestly obtained academic degree, the value of which is undermined by falsifiers, and numerous citizens of the Russian Federation: patients, clients and students who need and it is important that the doctors, lawyers, educators, and economists they deal with have real knowledge and qualifications, and not buy their dissertations.

The project also proposes to allow, as an exception and only with the personal permission of the Minister of Education and Science, one-time defense of dissertations on English language. Although such a proposal will somewhat facilitate the attraction of foreign scientists and graduate students to our country, since the current Regulations on the awarding of academic degrees of 2013 completely exclude such a possibility, it lags significantly behind the similar Regulations of 2006, in which the defense of dissertations in foreign languages ​​was regulated by a less complex and bureaucratic procedure.

We believe that the Project should be withdrawn immediately. Its adoption threatens with the complete and rapid destruction of the system of attestation of scientific personnel in the Russian Federation and the disappearance of our country from the map of world science!

Latest most important changes

c October 1, 2018 the procedure for awarding scientific degrees of Candidate of Science and Doctor of Science has been updated. The criteria that a dissertation must meet for the competition of scientific degrees are given.

Procedures for the submission, defense of dissertations, as well as deprivation, restoration of academic degrees, consideration of appeals are prescribed. It is regulated how the Higher Attestation Commission under the Ministry of Education and Science of Russia considers dissertations and attestation cases.

So, the applicant for a scientific degree submits a dissertation only on paper as a manuscript. Scientific report and monograph forms are excluded.

The grounds for refusing to accept a dissertation for defense are listed. Among them is the use of borrowed material without reference to the author and (or) source, the results of scientific works performed by the applicant in co-authorship, without reference to co-authors.

Attention is paid to the placement of information necessary to ensure the procedure for awarding academic degrees on the Internet. This procedure is determined by the Russian Ministry of Education and Science. At the same time, a requirement was established for the publication of the full text of the dissertation, information about opponents and their reviews of the dissertation, etc.

On June 2, 2017, the Decree of May 29, 2017 No. 650 was published on the website of the Government of the Russian Federation “On changes in the procedure for defending dissertations for scientific degrees”, Whereby foreign citizens who have prepared dissertations for scientific degrees are granted the right to defend foreign language organizations where this is possible. This Decree was developed by the Ministry of Education and Science in pursuance of the instructions of the Government following the meeting of the Presidium of the Council under the President of Russia for Economic Modernization and Innovative Development on June 24, 2016 in St. Petersburg.

"Regulations on the awarding of academic degrees" (hereinafter - the Regulations) was approved by the Government Decree of September 24, 2013 No. 842. The regulation determined that the defense of the thesis should be carried out in Russian (if necessary, simultaneous translation into another language should be provided). The dissertation and abstract of the dissertation are submitted to the dissertation council in Russian.

By the signed resolution, the Regulations were amended, according to which foreign citizens who have prepared dissertations for academic degrees may be granted the right to defend in a foreign language in organizations that provide for the possibility of such defense. At the same time, the dissertation and the abstract of the dissertation are presented in Russian and foreign languages.

Translation into Russian of documents submitted by the applicant for a degree to the dissertation council, the provision of translation services (if necessary) in the case of the Higher Attestation Commission under the Ministry of Education and Science of Russia or the expert council of such a commission are provided at the expense of the organization in whose dissertation council the defense is being carried out, or at the expense of funds of the applicant for a scientific degree by agreement between them. Decision will help to attract foreign researchers to Russian educational and scientific organizations, will increase the competitiveness of these organizations.

On April 11, 2016, a meeting was held between the Prime Minister of the Russian Federation Dmitry Medvedev and the vice-premiers.
