1. GENERAL PROVISIONS
1.1. State estimated standard"Directory base prices for design work in construction "Aviation Industry Facilities" (hereinafter referred to as the Directory) is intended to determine the cost of developing design and working documentation for the construction of aviation industry facilities.
1.2. When using this Directory, one should be guided by the Guidelines for the use of reference books of basic prices for design work in construction, approved by order of the Ministry regional development Russian Federation
dated December 29, 2009 No. 620, registered by the Ministry of Justice of the Russian Federation dated March 23, 2010 No. 16686 (hereinafter - Guidelines).
1.3. The level of prices contained in the tables of the Directory is established
as of 01.01.2001
1.4. Base prices in the Directory are set depending on
from the natural indicators of the designed facilities: total area, annual output, length, performance, capacity, or per facility as a whole.
1.5. The base prices of the Directory, in addition to the works listed
in paragraph 1.3.6 of section 1 of the Guidelines, the cost of design is not taken into account:
three-dimensional electronic model of objects (3D-design);
section "Industrial safety";
section "Protective structures of civil defense and other special structures".
1.7. The distribution of the base price for the development of design and working documentation is carried out according to columns 6, 7 of tables No. 1, 2 of the Directory
and can be specified by agreement between the contractor and the customer.
1.8. The structure of each enterprise of the industry includes workshops and services related to the following production complexes: main, auxiliary and servicing production purposes. The purpose and composition of aviation industry enterprises that form the complex base price of Table No. 1 of the Directory are given in Table No. 3 of this Directory.
1.9. The composition and main equipment of individual facilities of the industry, which form the complex base price of Table No. 2 of the Directory, are given in Table No. 4 of this Directory.

2. the procedure for determining the Basic
prices for DESIGN WORKS
2.1. Base price for the development of design and working documentation
on the objects of the main production, auxiliary and servicing production of aviation industry enterprises during blocking
there are several heterogeneous facilities (productions) in it, in the absence of a price for the complex, it is determined by summing up the base prices for the design of individual production facilities, auxiliary facilities
and service purposes, on-site engineering communications and structures.
2.2. Basic prices for the development of design and working documentation
for construction are developed on the basis of the conditions for the production of one product in the program of the projected object (factory), one
type of test, release of one type of product or one type of alloy (aluminum, magnesium, titanium or others), storage of one type of fuels and oils. Several modifications of one type of product (alloy, etc.), resource are considered as one type.
The cost of developing the subsection "Technological solutions" of the section " Engineering equipment, network engineering activities, technological solutions» as part of design and working documentation
per facility (plant) in the production of two or more heterogeneous types of products, namely:
products (table No. 1 items 1 - 16, 18 - 27, tables No. 2 items 1 -114, 116 - 122, 125, 127, 129, 131 - 141, 143 - 145, 148 - 152, 157, 158);
alloys (table No. 1, paragraphs 10, 11; tables No. 2, paragraphs 1 - 42, 132 - 134,);
tests (table No. 1 items 17, 28; tables No. 2 items 51 - 53, 99 - 111, 118 - 120, 122, 125);
works or processes (table No. 1, paragraphs 22 - 28; tables No. 2, paragraphs 49 - 53, 55 - 58, 63 - 65, 71 - 80, 106 - 109, 117 - 121, 125, 137, 139, 141 - 142, 146, 147 - 152, 157, 166);
determined with coefficients: for two types of products - 1.25; more than two types of products - 1.4. With the simultaneous presence of two
and more heterogeneous types of products for more than one of the listed groups (for example, several types of products from several alloys), the coefficient is applied only for one of them, which has a large value of the coefficient.
with the number of fuel types more than one is determined with coefficients: with the number of fuel types 2 or 3 - 1.2; with the number of types of fuel -
from 4 and more - 1.4.
The cost of developing the subsection “Technological solutions” of the section “Engineering equipment, networks, engineering and technical measures, technological solutions” of oil storage facilities (table No. 2, paragraph 165)
with the number of types of oils from 5 to 8 is determined with a factor of 1.2,
with more than 8 types of oils - with a coefficient of 1.3.
2.3. The cost of developing design and working documentation for facilities
with the use of units of increased prefabrication (industrialization of installation of equipment and pipelines), the types of design work that become more complicated due to the specified factor is determined by the coefficient:
for project documentation - up to 1.3; for working documentation - up to 1.2.
2.4. The cost of developing design and working documentation for a plant (facility) with the development of statements of research, development work and initial requirements for them on the instructions of the customer is determined with a coefficient of up to 1.03.
2.5. The cost of collecting and processing indicators
by labor intensity for previously unproduced products for which there are no approved labor intensity indicators (see also clause 2.2), is determined additionally as a percentage of the cost of the “Technological solutions” subsection of the “Engineering equipment, networks, engineering and technical measures, technological solutions” section
in the development of project documentation: 20% - in the presence of 1 product;
50% - in the presence of 2 to 5 products; 70% - in the presence of 6 to 10 products; 90% - in the presence of 10 or more products.
2.6. The cost of developing design and working documentation for the body (workshop) for the manufacture of parts from beryllium, lithium, magnesium-thorium, magnesium-cerium and similar alloys is determined with a coefficient
up to 1.4. When designing such facilities within the enterprise as a whole
to the cost of designing an enterprise (table No. 1), a coefficient of up to 1.15 is applied.
2.7. The cost of developing the subsection "Technological solutions" of the section "Engineering equipment, networks, engineering measures, technological solutions" of foundry buildings (workshops) is determined with the coefficients:
for heat-resistant casting with ceramic cores - up to 1.3;
for precision casting with the removal of cores in potassium bifluoride, model masses by gas autoclave with their subsequent regeneration - up to 1.2.
When designing such facilities within the enterprise as a whole, the following coefficients are applied to the cost of designing an enterprise (table No. 1):
for heat-resistant casting with ceramic cores - up to 1.02;
for precision casting with the removal of cores in potassium bifluoride, model masses by gas autoclave with their subsequent regeneration - up to 1.03.
with three or more systems of general workshop (case) continuous transport - up to 1.4;
when connecting several buildings (structures) by continuous transport through tunnels and galleries - up to 1.3.
from several boxes (for testing engines of the same type), is determined by summing the costs of the first box with a coefficient of 1.0, the second -
with a coefficient of 0.3, subsequent - with a coefficient of 0.2 for each box.
The cost of developing design and working documentation for a testing station when testing different types of engines in boxes for subsections and parts of the documentation: technological solutions (types of work: objects for testing engines and units, mechanization of transport, solutions for environmental optimization of production and other facilities, objects related to waste collection and management, treatment facilities industrial waste, organization and working conditions of employees, production and enterprise management, automation of electric drives), special installations and devices is determined with a coefficient of 1.0
for each box.
The cost of developing design and working documentation of a test station while providing tests in one box of two engines of different types for subsections and parts of the documentation: technological solutions (types of work: objects for testing engines
and units, mechanization of transport, solutions for environmental optimization of production and other facilities, facilities related to the collection
and waste management, industrial wastewater treatment facilities, organization
and working conditions of employees, production and enterprise management, automation of electric drives), special installations and devices is determined with a coefficient of up to 2.0.
2.10. The cost of developing the subsection "Technological solutions" of the section "Engineering equipment, networks, engineering measures, technological solutions" of the design documentation and working documentation for the gas turbine engine test station is determined
with coefficients:
1.15 - for each complicating factor, when using special fuels, when heating or cooling environment, working environment or fuel, but not more than 1.5 for the sum of factors;
1.12 - for each complicating factor when developing documentation for research institutes or design bureaus, when creating humidity, changing the thrust vector or reversing, but not more than 1.3 for the sum of factors.
2.12. The cost of developing design and working documentation
for a building (workshop) with special measures to protect information processed and transmitted using digital technology, is determined with a coefficient of 1.05 (to all sections, except for the sections "Construction organization project", "Construction organization project
on demolition and dismantling, “Measures to ensure access for the disabled”).
2.13. The cost of developing design and working documentation
for the construction of an object with screened structures, it is determined
with a coefficient up to 1.25.
2.14. The cost of developing design and working documentation
for the construction of a heliport workshop is determined according to position 127 of Table No. 2 of this Handbook with a coefficient of 0.85.
2.15. The cost of developing the subsection "Technological solutions" of the section "Engineering equipment, networks, engineering and technical measures, technological solutions" of the projected fuel storage facility for new, previously unused types of fuel is determined
with a coefficient up to 1.3.
2.16. The cost of design work for the construction of objects included in the scope regulated by the legislation on state secrets is determined at the base prices of the Directory with a coefficient of up to 1.1.
2.17. Coefficients set in paragraphs 2.2, 2.5 - 2.9 of the section
2 of this Handbook are price-forming. The coefficients established in clauses 2.3, 2.4, 2.10 - 2.16 of section 2 of this Handbook are coefficients that take into account complicating factors.

1. GENERAL PROVISIONS
1.1. The state estimate standard “Reference book of basic prices for design work in construction “Aviation Industry Facilities” (hereinafter referred to as the Directory) is intended to determine the cost of developing design and working documentation for the construction of aviation industry facilities. 1.2. When using this Handbook, you should be guided by the Methodological Guidelines for the Use of Base Price Reference Books for Design Work in Construction, approved by Order No. 620 of the Ministry of Regional Development of the Russian Federation dated December 29, 2009 (registered by the Ministry of Justice of the Russian Federation on March 23, 2010, registration No. 16686, Bulletin of normative acts of federal bodies executive power, 2010, No. 16) (hereinafter - the Guidelines). 1.3. The price level contained in the tables of the Directory is set as of 01/01/2001 (excluding value added tax). 1.4. The base prices in the Directory are set depending on natural indicators (thousand sq. km; ha; thousand people) of the designed facilities: total area, annual output, length, productivity, capacity, or for the facility as a whole. 1.5. The base prices of the Directory, in addition to the costs listed in clause 1.3.6 of section 1 of the Guidelines, do not include the cost of designing:- 1) three-dimensional electronic model of objects (3D design);
- 2) section "Industrial safety";
- 3) section "Protective structures of civil defense and other special structures".
2. procedure for determining the Base price of PROJECT WORKS
2.1. The base price for the development of design and working documentation for the main production facilities (or several dissimilar industries), auxiliary and servicing industries of aviation industry enterprises in the absence of a price for the complex, is determined by summing up the base prices for designing individual production facilities, auxiliary and servicing facilities, on-site engineering communications and structures. 2.2. The base prices for the development of design and working documentation for construction are developed based on the condition of producing one product in the program of the facility (plant) being designed, conducting one type of test, producing one type of product or one type of alloy (aluminum, magnesium, titanium or others), storing one types of fuels and oils. Several modifications of one type of product (alloy, etc.), resource are considered as one type. The cost of developing the subsection "Technological solutions" of the section "Engineering equipment, networks, engineering and technical measures, technological solutions" as part of the design and working documentation for an object (plant) in the production of two or more heterogeneous types of products, namely:- products (table No. 1 of the Directory, paragraphs: 1 - 16, 18 - 27, tables No. 2 of the Directory, paragraphs: 1 -114, 116 - 122, 125, 127, 129, 131 - 141, 143 - 145, 148 - 152, 157, 158);
- alloys (table No. 1 of the Directory, paragraphs: 10, 11; tables No. 2 of the Directory, paragraphs: 1 - 42, 132 - 134,);
- tests (table No. 1 of the Handbook, items: 17, 28; table No. 2 of the Handbook, items: 51 - 53, 99 - 111, 118 - 120, 122, 125);

- determined with coefficients: for two types of products - 1.25; more than two types of products - 1.4. If there are two or more heterogeneous types of products in more than one of the listed groups at the same time (for example, several types of products from several alloys), the coefficient is applied only for one of them, which has a large coefficient value.
- for heat-resistant casting with ceramic rods - up to 1.3;
- for precision casting with the removal of rods in potassium bifluoride, model masses by gas autoclave with their subsequent regeneration - up to 1.2.

AVIATION INDUSTRY»
INTRODUCTION
The state estimate standard "Reference book of basic prices for design work in the construction of "Aviation Industry Objects" SBTsP 81-02-04-2001 (hereinafter referred to as the Directory) was developed by TSENTRINVESTproekt OJSC jointly with GIPRONIAVIAPROM OJSC, adopted and put into effect by order of the Ministry of Regional Development of the Russian Federation dated November 29, 2011 No. 547 in agreement with the Department of the Ministry of Industry and Trade of the Russian Federation (letter dated July 1, 2009 18-6273).
The Directory was put into effect to replace the sectoral section "Aviation Industry" of the Collection of prices for design work for construction, developed by Giproniiaviaprom and GSPI-10 in accordance with the Decree of the Council of Ministers of the USSR dated January 28, 1985 No. 96 "On further improvement of design and estimate work and increasing the role expertise and architectural supervision in construction” and a letter from Yu.P. Batalin, Deputy Chairman of the Council of Ministers of the USSR. dated July 23, 1986 No. PP-12704, which entered into force on September 1, 1987.
The guide consists of the following sections:
1. General Provisions;
2. The procedure for determining the base price of design work;
3. Base prices for the development of design and working documentation.
The prices of the Directory are set depending on the natural indicators of design objects and are grouped in two tables:

Table No. 2. Separate objects of aviation industry enterprises.

This "Practical Guide on the Application of the State Estimated Standard" Directory of Base Prices for Design Work in Construction "Aviation Industry Facilities" (hereinafter referred to as the Guide) is intended for additional clarification and clarification of the procedure for applying the Guide, additional recommendations to determine the cost of certain types of non-design work directly related to the development of design and working documentation. The manual is a reference reference document.
This Guide provides:
1. Necessary additional clarifications to the General Provisions (section 1 of the Handbook), revealing general rules its use, which have not received detailed development directly in the Directory, and pricing features associated with the industry specifics of the process of developing project documentation and working documentation;
2. Additional clarifications to the procedure for determining the base price of design work (section 2 of the Handbook);
3. Clarification of the positions of sections of the Directory;
Enlarged preliminary calculations in the absence of the necessary initial data on the main indicators for auxiliary, service facilities and general site activities indicated in the nomenclature of design objects;
When financing construction from several sources;
Work performed under contracts as part of the provision of technical assistance in the field of military-technical cooperation and other work for a foreign customer.

CHAPTER 1. EXPLANATION TO THE GENERAL PROVISIONS OF THE HANDBOOK
1.1. The prices given in the Directory are set in relation to the composition, the procedure for developing, coordinating and approving design and working documentation for construction, regulated in the prescribed manner and in force at the time of publication of the Directory documents.
1.2. The base prices of the Directory are set for the conditions of individual design of new construction of aviation industry facilities.
1.3. When using the Handbook, one should be guided by the "Methodological Guidelines for the Application of Base Price Guidelines for Design Work in Construction", approved by Order of the Ministry of Regional Development of the Russian Federation No. 12/29/2009 and registered with the Russian Ministry of Justice on March 23, 2010 No. 16686 (hereinafter - the Guidelines ), taking into account the industry specifics of objects and design processes. When calculating the price, it is recommended to take into account the explanations given in the "Collections of explanations on the use of the Collection of prices and Reference books of basic prices for design work for construction", published and published by OJSC "CENTRINVESTproject" or / and posted on the official websites of the Ministry of Regional Development of Russia, Gosstroy of Russia and GAU "Federal pricing center in construction and industry building materials. In the absence of the designed objects in the nomenclature of the Directory and in connection with the use of other directories, methodological approaches must fully comply with the requirements of the directories used.
1.4. The price for the development of design and working documentation for the objects of the main, auxiliary and servicing production of an aviation industry enterprise when several heterogeneous objects (productions) are blocked in it, the base prices of which are presented in different subsections of the Directory, in the absence of a price for the complex, is determined by summing up the cost of individual production facilities , auxiliary and service facilities, on-site engineering communications and structures, as well as the development of a scheme for the planning organization of a land plot related to this construction object.
In the event that some of the heterogeneous facilities (productions) included in the projected complex are not presented in the nomenclature of the Directory, then the price of their design is determined using the price indicators of other reference books of basic prices for design work in construction, recommended for use in accordance with the list, contained in the "Federal Register of Estimated Standards to Be Used in Determining estimated cost capital construction facilities, the construction of which is financed by the federal budget” (hereinafter referred to as the Register), which is maintained by the Federal Agency for Construction, Housing and Communal Services of the Ministry of Regional Development of the Russian Federation.
1.5. The transfer of the cost of implementation of design and working documentation from the price level as of January 1, 2001 to the price level as of January 1, 2000, when compiling a consolidated estimate calculation, is carried out by dividing by a factor of 1.134.
1.6. The base prices take into account all costs for the development of design and working documentation for the range of work that meets the requirements of clause 1.3.5 of section I of the Guidelines. In addition, the development of sections and subsections is taken into account and does not require additional payment:
Fire safety, including measures to ensure fire safety(except for special fire extinguishing measures);
List of measures for environmental protection;
Measures to ensure compliance with the requirements of energy efficiency and the requirements for equipping buildings, structures and structures with metering devices for the energy resources used.
CHAPTER 2
2.1. In accordance with the 3P estimates, the cost of the additional design work listed below, indicated in paragraph , not taken into account by the base indicators of the Directory, is determined:
2.1.1. Development of design and working documentation for experimental, pilot-industrial and experimental productions, workshops, installations, lines, except for those specifically indicated in the nomenclature of the Directory;
2.1.2. Solutions for the movement of heavy oversized equipment, enlarged modules and building structures as part of design and working documentation;
2.1.3. Additional work on making changes to the design and working documentation related to the introduction of new regulatory documents, the replacement by the customer of equipment with more advanced equipment, changes to the design assignment, etc. (with the exception of correcting errors made by the design organization), is estimated in addition to the initial cost of the design works. At the same time, the price limit calculated by costing is determined using a coefficient of up to 0.5 to the initial cost of design work. This coefficient is specified by the design organization in agreement with the customer in accordance with the complexity of the work. The cost of these additional works is determined only by the sections subject to changes;
2.1.4. Implementation of the calculation substantiation of the adopted design decisions on evacuation routes, which should ensure the safe evacuation of people for a time not exceeding the required time for evacuating people in case of fire, according to the methods set forth in the orders of the Ministry of Emergency Situations of the Russian Federation dated June 30, 2009 No. 382, dated July 10, 2009 . No. 404), in accordance with the requirements of part 3 of Art. 53 of the Federal Law of July 22, 2008 No. 123-FZ "Technical Regulations on Fire Safety Requirements" and Part 4 of Art. 8, parts 6 of Art. 15 of the Federal Law of December 30, 2009 No. 384-FZ "Technical Regulations on the Safety of Buildings and Structures";
2.1.5. Development of requirements for ensuring the safe operation of capital construction facilities (Federal Law No. 337-FZ of November 28, 2011 “On Amendments to the Town Planning Code of the Russian Federation and Certain legislative acts RF” and the addition of part 12 of the Town Planning Code of the Russian Federation, clause 10.1);
2.1.6. Organization project development traffic for the period of operation of the facility;
2.1.7. Development of projects for sanitary protection zones at all stages (except for the definition of sanitary protection zones (SPZ) from transit noise and recommendations for its reduction, as well as calculations of sanitary protection zones from ventilation). Including:
Pre-project study;
Development and approval in the prescribed manner of the terms of reference (TOR);
Collection and processing of initial data and materials;
Determination and preliminary approval in the bodies of Rospotrebnadzor of the size of the calculated SPZ;
Performing field measurements;
Clarification of the size of the SPZ based on the results of measurements and their approval by the bodies of Rospotrebnadzor;
Development of measures for the creation and arrangement of the SPZ.
2.1.8. Development of requirements for countering foreign technical intelligence (FDITR);
2.1.9. Development of a structured monitoring and management system engineering systems buildings and structures (SMIS);
2.1.10. Development of a project for the organization of work on the demolition or dismantling of capital construction facilities, if this work is carried out on a separate terms of reference to perform design work not related to the reconstruction of the facility;
2.1.11. Calculation for the progressive collapse of the building.
2.2. According to the state estimated standards entered in the Register, the cost of the additional design work listed below, contained in the paragraph, not taken into account by the base indicators of the Directory, is determined:
2.2.1. Development dendrological plan and taxation of green spaces;
2.2.2. Development of design and working documentation for boiler houses with a complex of structures;
2.2.3. Development of design and working documentation for industrial television installations and television control;
2.2.4. Development of design and working documentation for automatic special fire extinguishing installations;
2.2.5. Development of design and working documentation for gasification stations for oxygen, nitrogen, argon, krypton, xenon and neon-helium mixture and other gases and their mixtures;
2.2.6. Development of design and working documentation for storage facilities for liquid hydrogen, oxygen, nitrogen, acetylene, helium and other gases with filling devices, other individual metal structures reservoirs and gas holders;
2.2.7. Development of design documentation for special auxiliary devices, devices and installations for the production of construction and installation works - is developed as part of the PPR (clause 1.3.6.8 of the Guidelines);
2.2.8. Development of design and working documentation in case of performance of work related to general site activities (schemes of planning organization land plot, protection and lighting of the territory) according to the system of objects (enterprise, group of buildings, structures, etc.) as a whole, consisting of objects (buildings, workshops, industries, services, etc.) given in table 2 of the Directory, with availability of data on the main indicators of these activities;
2.2.9. Development of design and working documentation of the main step-down substations (MSP) and distribution substations (RP);
2.2.10. Development of design and working documentation for facilities for desalination, reagent softening and stabilization water treatment;
2.2.11. Development of design and working documentation for on-site structures and networks of power supply, gas supply, water supply, sewerage with a length of more than 500 m from the entry point, if data on the main indicators of networks are available;
2.2.12. Development of design and working documentation for external transport and communication facilities (except for estimating the cost of these works for the enterprise as a whole);
2.2.13. Development of design and working documentation for flyovers, galleries, overpasses, underground and overhead passages and other similar communication structures, separate or adjacent to buildings (except for assessing the cost of these works for the enterprise as a whole);
2.2.14. Development of design and working documentation in connection with the transfer engineering networks within the construction site and (or) their removal outside the construction site;
2.2.15. Development of design and working documentation for off-site engineering networks, communications and structures;
2.2.16. Development of design and working documentation for the construction of facilities related to off-site facilities (water intake and treatment facilities, artesian wells, etc.), but located according to local construction conditions on the territory of the industrial site;
2.2.17. Development of design and working documentation for anti-landslide measures;
2.2.18. Development of design and working documentation for kitchen factories, vocational schools (colleges), training and production workshops and other social infrastructure facilities of enterprises;
2.2.19. Development of design and working documentation for protective structures of civil defense;
2.2.20. Development and examination of the "Declaration of industrial safety";
2.2.21. Development of design and working documentation for reclamation activities land plots and use of fertile soil layers.
2.3.1. Development of additional options for technical solutions required in accordance with the assignment for the development of design or working documentation, with the exception of variant studies to select optimal solutions, increase the reliability of calculation results and other multivariate studies due to the technological process of work. The cost of developing options, starting from the second, is estimated in addition to the cost of developing the first option with a coefficient of up to 0.7 for each option, and only for sections subject to multivariant development. The value of the coefficient is specified by the design organization in agreement with the Customer in accordance with the complexity of the work;
2.3.2. The cost of developing documentation for the assimilation of production, provided for by the design assignment, is determined with a coefficient of 0.4 from the cost of developing design documentation.
2.3.3. Correction by order of a Russian customer of design or working documentation developed by a foreign company and verified on behalf of the customer (see p. Manual). The cost of the adjustment is determined by calculation, in accordance with the standards of this and other reference books of base prices, based on the range of sections, subsections and types of design work to be adjusted, as well as the amount of necessary adjustment for each of them, identified by the results of the audit;
3.4.8. The name of the item item 100 instead of "Assembly-test housing" should be read "Bench test housing" and used in accordance with the revised wording.
3.4.9. In position 118, the interval “over 28 to 30” should be read “over 23 to 30”, in column 4 for the specified interval, instead of 2631.776, 3247.116 should be read and applied in accordance with the specified values.

3.6. In accordance with paragraph 1.8 of section I of the Guidelines, the recommended indicative indicators of the relative cost of developing sections of design and working documentation (as a percentage of the base price) can be specified within a certain total cost of design work in accordance with the technological specifics of the designed objects.
3.6.1. In connection with the changes and additions made to the established composition and requirements for the content of sections of design documentation for the construction of enterprises, buildings, structures, provided for by Decree of the Government of the Russian Federation of February 16, 2008 No. (hereinafter referred to as the Regulation), as well as taking into account the data on the statistics of actual the labor costs of design organizations for the performance of design work for the same period, for enlarged approximate calculations, an updated version of tables No. 5, No. 6 of the Handbook and transcripts to them, given in clause 3.6.1 of this Manual, is recommended.
Before sending an electronic application to the Ministry of Construction of Russia, please read the rules of operation of this interactive service set out below.
1. Electronic applications in the field of competence of the Ministry of Construction of Russia filled in in accordance with the attached form are accepted for consideration.
2. An electronic appeal may contain a statement, complaint, proposal or request.
3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. 4. According to federal law dated 02.05.2006 N 59-FZ "On the procedure for considering applications from citizens of the Russian Federation" electronic applications are registered in for three days and are sent, depending on the content, to the structural subdivisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues, the solution of which is not within the competence of the Ministry of Construction of Russia, is sent within seven days from the date of registration to the appropriate body or the appropriate official, whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.
5. An electronic appeal is not considered when:
- the absence of the name and surname of the applicant;
- indication of an incomplete or inaccurate postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;

6. The response to the applicant of the appeal is sent to the postal address specified when filling out the form.
7. When considering an appeal, it is not allowed to disclose the information contained in the appeal, as well as information relating to the private life of a citizen, without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements Russian legislation about personal data.
8. Appeals received through the site are summarized and submitted to the leadership of the Ministry for information. The answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"
