On the basis of the felling list and the dendroplan, the developer or the company that has undertaken the clearing of the territories is obliged to remove only those plants whose felling has been agreed and necessary. However, this is only part of the obligations. The second part of the dendrology section obliges, upon completion of work, to plant an equivalent number of new plants in the territory to replace those that were removed or transplanted.

In accordance with the law, in Russia, without the consent of the relevant department, you do not have the right to transplant or remove a single tree with impunity!
