Surnames, of course, were not named, but the stubborn unwillingness to understand the patriotic feelings of citizens was another evidence of his absolute indifference to the region and the real interests of its inhabitants. Today, the end in the history of Chinese investment has not been set. Officially, the government of Buryatia leases forest areas in the Zakamensky district. However, a similar situation has developed in the Khorinsky district of the republic, where a territory of more than 62 thousand hectares has already been determined, which will be transferred to the operation of the same MTK-Dzhenkei company. On the Internet, as a year ago, signatures are being collected for the corresponding one, residents are ringing bells, and rallies are again taking place in the republican center. History repeats itself. Only this time, citizens are no longer seeking protection from the head of the region, but are demanding his resignation. And if the “Kremlin wise men” are not interested in seeing a further strengthening of opposition sentiments in Buryatia, then very soon there may be reports of the departure of Alexei Tsydenov, who has not justified the trust.

The prosecutor's office of Buryatia revealed serious violations in four ministries of the republic. Most likely, folders with compromising evidence will be opened more and more often, until the head of Buryatia, Alexei Tsydenov, dismisses the disgraced head of the Ivolginsky district, Viktor Ochirov. What price is Tsydenov ready to pay for this?

December 4 is approaching - the deadline set by the prosecutor's office for the head of Buryatia, Alexei Tsydenov, to make a personnel decision on the head of the Ivolginsky district, Viktor Ochirov, who appears in a criminal case on extortion of a bribe.

The formal reason for the resignation of the municipal official is the concealment in the declaration of income and property of the fact of a loan in the amount of 500 thousand rubles, exceeding 20% ​​of his annual income, the correspondent of The Moscow Post reports.

However, Tsydenov is in no hurry to dismiss Ochirov, and this couple, as Documents and Facts previously wrote, could enlist the support of the Buddhist clergy, which has serious influence both in the Ivolginsky district and in the republic as a whole.

But the longer the head of Buryatia puts the matter on the back burner (formally, he can "extend" the prosecutor's submission until January 4, and then delay the New Year holidays), the more his conflict with the security forces will flare up, and then other government officials will not be happy . Or maybe Tsydenov himself.

Prosecutor's office opened "Pandora's box"?

The fact that Alexei Tsydenov has been unable to make an elementary personnel decision for almost two months - to dismiss the disgraced head of the Ivolginsky district Viktor Ochirov due to obvious violations in the declaration, irritates the prosecutor's office of Buryatia more and more.

Tsydenov clearly underestimates the degree of influence of the prosecutor of the republic, Galina Kovaleva, who is backed by none other than the chief military prosecutor of Russia, Valery Petrov, who for many years until 2017 headed the supervisory department of Buryatia. Petrov is a very influential and powerful person and, if he wants, he will take measures for the resignation of not only a district-level official - Tsydenov himself, so much so that no one will remember him a few days later.

The delay of the issue by Tsydenov led to the fact that in two weeks the security forces found violations in four ministries of Buryatia at once, writes the local newspaper Babr24.

To all appearances, the prosecutor's office will not stop until the head of Buryatia complies with the demand set out in the submission made back in early October - to dismiss Viktor Ochirov. The officials of the government of the republic must now fidget nervously in their chairs - after all, a solid compromising evidence on each of them has long been collected in the prosecutor's office.

Violations have become systemic?

At the beginning of November, after a month had elapsed since the submission of the submission on the head of the Ivolginsky district, the prosecutor's office of Buryatia fired a "warning shot": it announced violations in the Ministry of Emergency Situations of the republic. They were admitted at once by 17 officials - and this is already a system that has its own curator and leader. The supervisory agency found out that representatives of the Ministry of Emergency Situations sinned in the same way as Viktor Ochirov: they submitted false income declarations, namely, they did not indicate information about land plots and underestimated the value of their property. In addition, it turned out that one of the officials concealed the fact that his wife was employed.

In mid-November, the prosecutor's office found violations in the Ministry of Agriculture of Buryatia. As it turned out, subordinates of Minister Daby-Zhalsan Chiripov provided subsidies for a longer period than required by law. In addition, officials often ignored applications and left the residents of the republic without state assistance. Maybe just because they issued it to their friends and relatives? The prosecutor's office will understand.

It also turned out that the Minister of Culture of Buryatia, Soelma Dagaeva, arranged for an employee to work without paperwork - for this, an administrative case was initiated against her. The employed person had neither experience nor qualifications. But, apparently, he had a good "pull".

Alexei Tsydenov will have a hard time if he continues to ignore the demand of the prosecutor's office

The Ministry of Social Protection also fell under the scope of the prosecutor's office of Buryatia - officials, according to the supervisory agency, carried out inspections through their fingers and ignored the problems of people with disabilities. The perpetrators were not punished in any way. At the end of November, the prosecutor's office "ran into" the Republican Ministry of Economics: its employees did not make publicly available regulations on the provision of public services and violated the deadline for conducting an examination of labor protection at one enterprise.

At first glance, presented by the prosecutor's office of Buryatia, compromising evidence does not yet look weighty enough to make the government's leadership start to worry. Administrative cases, disciplinary sanctions - in the work of any large department, similar costs occur, you can't get away from them. But if we take into account the number of violations and the period during which they were revealed, and also remember the prosecutor's unfulfilled proposal for the resignation of the head of the municipality, then everything that happens logically adds up to the paradigm of "the prosecutor's office against the government."

Despite the promotion to Moscow, Valery Petrov retained a serious influence in Buryatia

There is no doubt that Galina Kovaleva has much more “heavy artillery” in her “repositories”, the use of which will force the government of Buryatia and Alexei Tsydenov personally to become more accommodating. It's easy to cover for "scammers" being sure that you won't get anything for it. The fact that the prosecutor's office began to act with such persistent pressure testifies to one thing: Kovaleva received a sanction from Petrov. And when behind-the-scenes agreements (and they may have taken place) do not lead to the desired result, it is necessary to bring the conflict to the public plane, which is what the prosecutor's office does. And this is another wake-up call for Tsedynov.

Arrests ahead?

According to The Moscow Post, if the head of Buryatia does not dismiss Viktor Ochirov, criminal cases and arrests in the republican government should be expected in the near future. Sooner or later Ochirov will have to resign - for better or for worse. And if the second option is chosen, then everyone will get it: the persistence with which Tsydenov covers it up indicates that there are a great many such ochirs in the government of Buryatia. And one Tsydenov is not enough for everyone. And they might come for him.

The head of Buryatia, Alexei Tsydenov, has promised 100,000 rubles to anyone who will provide video recordings from a car registrar, which will speed up the investigation into a high-profile accident with the death of a 17-year-old resident of the republic. Tsydenov wrote about this on his pages on social networks.

But, according to the official version, businessman Galust Pilosyan was driving at the time of the incident. A criminal case was initiated against him under part 4 of article 264 of the Criminal Code of the Russian Federation (“Violation by a person managing vehicle, rules traffic resulting in the death of a person, connected with the abandonment of the scene").

Recall, according to investigators, during the accident, Bair Zhambalov was driving a Volkswagen Touareg, which belongs to Galust Pilosyan. Both claim that, returning from a joint vacation, they exchanged cars. Having knocked down a pedestrian, Pilosyan left the scene, but a few hours later he turned himself into the police. According to the results of the medical examination, Galust Pilosyan was sober at the time of the accident.

The investigation petitioned for the arrest of the accused businessman, but the Pribaikalsky District Court of Buryatia refused to choose a preventive measure at all, taking into account that Pilosyan had permanent place residence, his chronic illnesses and three dependent children.

Bair Zhambalov, for the duration of the investigation, suspended his powers as secretary of the regional department of the United Russia, on which the head of Buryatia had publicly insisted earlier.

Meanwhile, at the regional highway where the accident occurred, they will install additional lighting and prohibit stopping on the side of the road.
