Russian Academy of Sciences: will the moment of truth come?

Quis custodiet ipsos custodes?- the sacramental phrase, which came out from the pen of Juvenal, is translated as "Who guards the watchmen?". In the original, it was about a lecherous wife, ready to cheat on her husband even with guards assigned to her, thereby securing their silence.

For us, the question is relevant - who will examine the experts.

What do we see? A group of academicians - not ordinary academicians, but directors of institutes - at the unofficial "request" of the speaker of the State Duma, visited the laboratory of a charlatan (by the way, the co-author of the speaker in one of the patents) and eloquently praised his pseudo-discoveries. Is this expertise? (pp. 1–4).

Other academicians rewrite texts from Western textbooks into their monographs. Is it scientific authority? (pp. 10–13).

Is it possible today to oppose something to such phenomena, will the noise raised by journalists be beneficial? Our pre-New Year issue is devoted to these questions.

This article is about the Russian Academy of Sciences in light of a recent scandal. Generally speaking, scandal is not necessarily destructive. Scandal, like a crisis, can be an impetus to break the deadlock, a kind of moment of truth. Or maybe not...

Let's start with the scandal.

Bomb

Some time ago, a bomb was planted called "Academicians approve of Petrik's activities." For some time, the bomb lay peacefully on the website of Viktor Petrik's holding "Golden Formula" as videos in which a group of five members of the Academy, headed by Vice-President of the Russian Academy of Sciences S.M. Aldoshin examines the laboratory of V.I. Petrik in Vsevolozhsk and gives approving, sometimes enthusiastic comments. Finally, the bomb exploded: the video was noticed, trumpeted about it in LiveJournal and on the forums (in particular, on Scientific.ru)). The story quickly migrated to electronic media and paper-electronic TrV. One of the first collective reactions to the incident “Academicians approve of Petrik” was an open letter from members of the Club of Science Journalists to the Academy of Sciences (see p. 2). Just then the General Meeting of the Russian Academy of Sciences arrived (more on that below).

Enough has been written about Viktor Petrik. We will not analyze this phenomenon once again and will only repeat the statement of Academician E.P. Kruglyakov, Chairman of the RAS Commission for Combating Pseudoscience: “Any physicist who has overcome the revelations of the “genius of the 21st century” will immediately say that we are witnessing here a mixture of unfounded mania greatness with depressing ignorance” (“Science in Siberia” No. 44 of November 12, 2009). It would seem, what is it? We have a lot of self-taught geniuses, but the fact is that Petrik enjoys the favor of the leaders " United Russia”, won the party competition “Clean Water” and claims fantastic state funding. This is written in detail in an article by Evgeny Onishchenko in the "Trinity Variant" dated June 23, 2009.

The background of the issue is as follows: on April 5, 2009, at the request of Boris Gryzlov, Petrik's visit to the Institute of General and inorganic chemistry them. N.S. Kurnakov RAS. Even then, academicians (V.M. Novotortsev and M.V. Alfimov) spoke to NTV television cameras with approving statements about Petrik. This fact did not cause a wide resonance, but in June the story continued. A group of academic chemists headed by S.M. Aldoshin visited Petrik's laboratory in Vsevolozhsk. Whether both actions took place within the framework of one Gryzlov's request or there were two separate requests - we do not know, but both Aldoshin himself and the President of the Russian Academy of Sciences Yu.S. Osipov stated that this happened precisely at the request of Gryzlov. The main purpose of the visit, according to Aldoshin, is to verify Petrik's statement about new technology obtaining graphene. Petrik demonstrated to the group a spectacular experiment with the thermal expansion of graphite, known since the 19th century. (see comment by Leonid Asnin on page 4), showed other technological installations. Some of them are quite real (developed by real experts, bought by the "Golden Formula" and launched by the same experts), some are like a perpetual motion machine of the second kind. After that, the academicians uttered the kindest, sometimes enthusiastic words about Petrik and his achievements in front of the cameras (see TRV No. 43, as well as video recordings, links to which are given in the online html version of this issue (http://trv-science.ru/ 2009/12/22/ran-nastupit-li-moment-istiny/)). The entries were posted on the website of the "Golden Formula" and after some time noticed ... A wave of indignation swept over the Internet. The number of statements in the spirit of "It's time to disperse the Academy" has increased dramatically.

Who pulled respected academicians for the language? It is quite clear that they did not say what they think - professionally, all members of the delegation are wealthy. Did you enter positive feedback at Gryzlov's request? Or was it just a hint? Or did the academics themselves understand the situation in the light of the general context? Most likely no one will tell us this.

General meeting

Against the backdrop of a growing scandal, the General Meeting of the Russian Academy of Sciences began on December 15. One day before General Assembly meetings of the Academy departments were held. At the Department of Chemistry and Materials Sciences S.M. Aldoshin, stating that a campaign was unleashed in the media to discretize the Academy of Sciences. He completely denied that their delegation had approved of Petrik's activities, asserting that there was no conclusion, that they had only taken samples for analysis, and the conclusion was yet to be made. Whether he mentioned an existing video recording in that speech, we do not know.

At the same time, a meeting of the Department of Physical Sciences was held. There, academicians unequivocally supported the letter of science journalists and expressed their indignation at the above story. However, they did not accept any official document, but decided to bring their point of view to the President of the Russian Academy of Sciences Osipov and to the General Meeting of the Russian Academy of Sciences, entrusting this matter to the Academician-Secretary of the Department V.A. Matveev and Academician V.E. Zakharov.

The general meeting was also preceded by a rather unpleasant episode. A few days before the meeting, the editors of TRV contacted the press service of the Russian Academy of Sciences to agree on a free distribution of the Trinity Variant. At first, the press service did not mind. But the day before the meeting, it turned out that the leadership of the Russian Academy of Sciences objected: a directive was given to prohibit the distribution of any press. The probable reason was the last issue of the Trinity Variant, specifically, the material about the visit of academicians to Petrik and the article about Academintorg. The security, apparently, received strict instructions: at the entrance of the correspondent of Polit.ru and TrV, two dozen issues of the Trinity Variant were “arrested”, moreover, the previous one, dedicated to memory V.L. Ginzburg (then, at the exit, they returned it). Newspapers in such quantities were intended, of course, not for open distribution, but for acquaintances.

« Trinity option - Science” (“TrV-Nauka”) is a Russian popular science newspaper that positions itself as a representative of the interests of the academic scientific community. Published since April 1, 2008 twice a month. Editor-in-Chief Dr. ph.-m. n. Boris Shtern, deputies - Ph.D. n. Mikhail Gelfand, Ph.D. Ilya Mirmov. The editorial board includes M. Borisov, N. Demina, O. Zakutnyaya, A. Ivanov, A. Kalinichev, A. Paevsky, S. Popov, S. Shishkin. There are no full-time employees in the editorial office. It was founded on the basis of the city newspaper of Troitsk "Trinity Variant - City". The volume of the publication is 16 A4 pages.

The journalists of the "Trinity Variant" conducted the first successful experiment in Russia with the SCIgen program (used to automatically generate pseudoscientific rubbish), managing to publish the article "Rooter" generated by SCIgen on English language(and automatically translated into Russian by the ETAP-3 program), in the VAK magazine.

As a result, on October 17, 2008, by the decision of the Presidium of the Higher Attestation Commission of the Ministry of Education and Science Russian Federation The journal "Journal of scientific publications of graduate students and doctoral students" was excluded from the List of leading peer-reviewed scientific journals and publications in which the main scientific results of dissertations for the degrees of Doctor and Candidate of Science (the so-called "HAC List") should be published.

The Troitsky Variant - Nauka newspaper was the first to raise the topic of statistical studies of a sample of election results in Russia. Sergei Shpilkin's 2009 article on this topic is one of the most read on the site.

Petrik's scam

The newspaper played an important role in exposing the machinations of V.I. Petrikassociated with the Clean Water program (Petrickgate), by publishing an article by Yevgeny Onishchenko at the beginning of the development of the scandal "The Golden Formula for Success".

The response of Redox OJSC to the Troitsky Variant - Science to an open letter from scientific journalists and scientists, which, as it is easy to see below, does not contain a word of truth.

A few years ago, when the whole enlightened world celebrated the Year of Physics in honor of the centenary of the “Year of Miracles”, which culminated in the discovery of the special theory of relativity by A. Einstein, “The Tale of Physicists” about electric vitamins, describing how the world will change under the influence of this phenomenon, brought the author S. Bugrov special prize of the Foundation Nobel laureate V. L. Ginzburg "Advances in Physics".

Electric vitamins in Galvani's terminology are animal electricity. This is walking barefoot on dewy grass and along the edge of the sea, and eating with cutlery, and contacts in a bath with a galvanized gang, and taking a cardiogram, and acupuncture, and much more that we encounter in everyday life. Electric vitamins are Electric Energy, which a person can produce and consume when interacting with metals and other low-resistance conductors. This is a natural phenomenon.

Seven years after the publication of "The Tale" in the almanac "Intelligence and Leadership" along with the landmark article of the Nobel laureate - Vitaly Lazarevich Ginzburg - "Physical minimum at the beginning of the XXI century", the newspaper "Trinity Variant - Science" publishes an open letter, discrediting with the help of naked lies and primitive falsifications the idea of ​​a popular science publication and an innovative business built on this idea.

But, fortunately for kind people, it is possible to cancel electric vitamins as a natural phenomenon only with the help of a magic wand. Forty-four "beautiful knights" - and that is how the activists who signed this shameful letter would have been called - want the court to satisfy their terrible demand: "to apply to the Commission for Combating Pseudoscience to obtain expert opinion according to the description of the products of OJSC Redox and the assessment of the real therapeutic effect, the Electric Vitamins trademark, which is registered, among other things, under the Madrid Agreement.

How easy: one wave of the magic wand of the "beautiful knights" - and a new and very profitable field of activity for the commission on pseudoscience is opened! How easy it will be to condemn almost all brands. The Mango Company will fall out of favor for making clothes instead of selling them. exotic fruit. The Pink Elephant publishing house, following the straightforward logic of journalists and scientists, should publish pink elephants, not books. "Bread tear" and "Magnet" our "knights" would have been completely removed from sight: after all, bread does not cry, and products do not have magnetic properties. And the vitamin manufacturers would be the worst, because they produce vitamins that do not contain amines!

And how easy is it to juggle the scientific categories of "beautiful knights" in relation to concepts from the field of culture? If they are not familiar with a new genre of creativity - for example, "verbal-wave tuning", then they easily define it as pseudoscience. Any creator in the art world is doomed to be accused by such scientific journalists - chauvinists of lies. So Alexander Sergeevich Pushkin will be accused of lying for calling the bronze monument to Peter I "The Bronze Horseman."

The Redox company, despite the fact that the property of its products - electric vitamins - can be measured with a simple ammeter, would have sunk into oblivion. And so that the “knights”, excellent representatives of science in the budget, would not be ashamed of society for their ignorance and their recognition of the new concept as pseudoscientific, they would cross out seven inventions from history, confirming the scientific novelty of seven objects intellectual property and the pattern of osteochondrosis, first published in the tale of physicists. Yes and myself state institute they would have turned industrial property into a broken trough (the desire of the club professor V. V. Vlasov), since without proof of scientific novelty it would be much easier for the “knights” of science in the budget to account for scientific attempts. The international registration certificate for the trademark electric vitamins, and with the same name, would have dissipated in the wind. And medical instruments called electric vitamins would become completely invisible along with the results of clinical trials.

But wait, what do we see in the open letter of the "knights" with the academic regalia of candidates and doctors of various sciences, including the editor-in-chief of the newspaper "Troitsky Variant - Nauka", Doctor of Physics and Mathematics. Sciences B.E. Stern? Cheap fake? Ai-ya-yay, wonderful "knights", - a real forgery and a very cheap spell! Excellent scientists accuse the company that the medical instruments it produces do not meet the requirements international standard GCP! But for an inexperienced reader, this is a mystery shrouded in darkness, and he, of course, does not know that this standard applies exclusively to medicines and can be applied to acupuncture needles called electric vitamins, perhaps only if the "knights" learn to consume these needles orally, like youthful apples, or rectally. Judging by the article of one of the "knights" - O. M. Orlova - "Faith in middle finger”, preference is given to rectal technology. But even such an original act of the “beautiful knights” will not induce normal people to use needles produced in accordance with GOST 191262006 for other purposes and not in accordance with the order of the Ministry of Health and Social Development of the Russian Federation (No. 266 of 04/13/2007) in the treatment of a very wide range of diseases. And such an inconspicuous word "knights" as "fraudulent" in the context of home treatment with electric current (which, like medicines, has nothing to do with electric vitamins), in combination with other falsifications of an open letter, with a linguistic examination, can provide forty-four “beautiful knights” with a criminal article in the light of the new libel law.

And how magical the next forgery of the “knights” looks in that the name V.L. is illegally used. Ginzburg? "Knights" are well aware that the signature of the academician in the almanac "Intelligence and Leadership" absolutely and indisputably gives the right to the winner of the competition, engineer S. L. Bugrov, to use this fact in advertising his "Fairy Tale". But the inexperienced reader does not know that in such a "non-Troitsk version" it is not at all necessary to obtain permission from the successors.
Such “beautiful knights”, give them free rein, would turn children into frogs who conduct innovative, anti-tobacco and anti-drug activities for their peers. And it doesn’t matter that these lessons are certified! Well, the author of this project - - would definitely be turned into an evil Koshchei the Immortal, who, under the guise of Doctor RE, draws money from the inhabitants of the country (using deceit and black magic, of course).

The philosophy of the project “The more good habits, the less bad habits” would be turned upside down and sound like “The more bad habits, the less good ones.” And since, according to the famous and revered “beautiful knight”, chairman of the Society for Evidence-Based Medicine, Professor V. V. Vlasov, prevention is a lie (yes, this is his official written statement), then brush your teeth, run, swim, temper , the inhabitants of the country would be forbidden to eat right. After all, every reader understands that in this version, a person quickly becomes the object of evidence-based medicine. (Probably, professor of evidence-based medicine V. V. Vlasov is not familiar with the materials of international randomized trials DPP (Diabetes Prevention Program), which proved that not a single pill in the fight against diabetes- 2 can not be compared with the effect of a healthy lifestyle.)

The company's products are sold in millions of copies and delivered to almost all clinics in the post-Soviet space and even to the St. Petersburg branch of the Society for Evidence-Based Medicine. And this whole society is managed, apparently, in the image distant kingdom, the thirtieth state, where the "king of Peas" does not know what is happening in its individual regions.

The world's first interactive monument, an indicator of the physical activity of the population, deservedly popular with young people, would naturally be turned into a pumpkin by the “knights”.

One more wave of the wand - and now all the engineers, inventors, doctors, workers, patent experts, marketers, technologists, researchers, designers and artists working for science in jeans with electric vitamins would fall asleep...

The “beautiful knights”, of course, would not be limited to magic alone. Still, a stick with a stick, and their actions need to be backed up by law. At the behest of a pike, someone's desire there would be a law forbidding even to pronounce the phrase electric vitamins, because they do not exist and cannot exist. And people who dared to say THIS out loud would be thrown into prison by evil guards ...

The Almanac, in which The Tale of Physicists was published about electric vitamins with a high assessment of Vitaly Lazarevich Ginzburg, the “knights” would have been hidden in a glass coffin on gold chains and hung in a sad haze, under a steep mountain, in an empty country ... In an empty one - because with national idea "how to deceive". What does it mean? And here's what: the one who boldly deceives everyone will become a hero with the Order of the Trinity Variant.

A manifesto of good habits and a breakthrough innovative project would have sunk into oblivion. And with it, the laws of copyright and trademark. Such concepts as honor, dignity and ethics of a journalist would disappear. And of course, the law on the media would have disappeared - after all, it would be possible to write anything! Accuse and insult anyone and do not be afraid that punishment may follow ...

The "brilliant" works of the "knights" themselves - for example, the article by Murakhtaeva and Orlova "As long as there are fools in the world" and "Faith in the middle finger" - would become a kind of bible of the new society ...

And where were the "beautiful knights" in the Year of Physics, when V. L. Ginzburg announced a competition for articles that make physics beautiful and understandable? In the fairy-tale narration of the Trinity Variant, science is married to a lie, while in the colorful Red Square the wedding of science and art is celebrated, and in the arch of kisses, which, according to the testament of the academician, stands on the site of the mausoleum, the newlyweds prove that love has electric power ...
